Wisconsin is seeing a steady rise in the number of educators entering classrooms on emergency teaching licenses, known as a license with stipulations. A report from the Wisconsin Policy Forum highlighted how districts across the state are leaning on these licenses more frequently to keep classrooms staffed.  

Although the trend isn’t new, nor is it unique to Wisconsin, the pace and long-term impact have become far more visible in recent years. It signals both an immediate need and an opportunity to strengthen the pipeline of fully certified teachers, and, increasingly, the pipeline of school leaders.
